External Research Review Panel
The research program of the American Bar Foundation is implemented through the projects designed and conducted by the resident research faculty. A research project is undertaken only after completion of a very extensive review process. The internal review committee, an external review body (The Wheeler Committee)*, the Research Committee of the ABF Board, and ultimately the Board of Directors must conclude that the proposed study will make a significant contribution to the field and that the research can be carried out with the appropriate standards of integrity, human subjects protection, and scholarship.

*The External Research Review Panel has been renamed the Wheeler Committee in memory of Stanton Wheeler. Wheeler, Professor Emeritus at Yale Law School, served on the External Research Review Panel since 1974, and acted as chair of that panel for over two decades. Professor Wheeler passed away
in December 2007.
